FDA has Stopped Voluntary Cosmetic Registration Program(VCRP) to the Mandatory Cosmetic Registration

On March 27, 2023, the FDA update announced that has stopped accepting submissions to the Voluntary Cosmetic Registration Program(VCRP) and plans to develop a program for submission of the facility registrations and product listing which is mandatory by the “Modernization of Cosmetics Regulation Act of 2022 (MoCRA).”

FDA obtained all the information on cosmetic products and ingredients, their frequency of use, and businesses engaged in their manufacture and distribution, voluntarily from manufacturers, packers, and distributors of cosmetic products in commercial distribution since the VCRP was established in 1972. And FDA could only assist cosmetics businesses, product ingredients, and consumer use information registered voluntarily.

Through the “Modernization of Cosmetics Regulation Act of 2022 (MoCRA)”, facility registration and product listing are mandatory with a new system to handle a large number of submissions.

All cosmetic companies and facilities will need to resubmit a registration and product listing with a new system that the FDA will announce the availability. Even if your facility is already registered with the VCRP, it requires you to resubmit the registration through the new program.

When the cosmetic companies and facilities are prepared for the new submission, previous information in the VCRP will not be transferred to the new system. Manufacturers may need to find alternative ways to demonstrate their product information for registration and product listing. Also, it will be important for manufacturers to stay informed of any updates or changes to MoCRA to ensure that their submissions continue to meet this requirement.

It will be important to monitor this new transition impact and up-to-date information.
