Korean Sunscreen Export to the U.S.: A Practical Guide! 📌 Part 2: FDA Sunscreen Ingredient Whitelist

FDA sunscreen whitelist

Korean sunscreens are globally loved for their lightweight feel, non-whitening formulas, and strong UVA/UVB protection. Yet many of these innovative products struggle to enter the U.S. market due to a little-known hurdle: the FDA’s sunscreen ingredient whitelist.


The U.S. FDA currently approves only 16 UV filter ingredients, a list that hasn’t been significantly updated in over 20 years. Moreover, the FDA demands additional safety data for 12 of these ingredients.

Some common FDA-approved UV filters include:

  • Avobenzone

  • Oxybenzone

  • Octocrylene

These older ingredients often result in sunscreens that feel heavier, leave white casts, or feel sticky — quite different from the sophisticated formulas many consumers now expect.


In contrast, South Korea and the European Union permit the use of next-generation UV filters that offer superior performance and cosmetic benefits, such as:

  • Tinosorb S (Bis-Ethylhexyloxyphenol Methoxyphenyl Triazine)

  • Uvinul A Plus (Diethylamino Hydroxybenzoyl Hexyl Benzoate)

These newer ingredients allow for broad-spectrum UV protection without compromising texture or comfort, resulting in lighter, more wearable sunscreens.


For instance, a leading Korean brand developed a best-selling sunscreen featuring Tinosorb-S. The product was praised for its clear finish and strong protection. However, because Tinosorb-S is not FDA-approved, the product cannot be legally sold in the U.S.

To enter the U.S. market, the brand would need to reformulate with FDA-approved ingredients, potentially altering the sunscreen’s texture, efficacy, and overall appeal — essentially changing the very formula that made it popular.


With the recent introduction of MoCRA (Modernization of Cosmetics Regulation Act) and OMUFA (Over-the-Counter Monograph User Fee Act), regulatory scrutiny in the U.S. is tighter than ever. Brands must now navigate complex compliance requirements, extensive ingredient safety data submissions, and more thorough product registrations.

For Korean beauty brands aiming for U.S. expansion, understanding and adapting to FDA regulations is no longer optional — it’s essential for success.
